Call for Proposals (CFP) for Collaborative Research Projects between
National Taiwan University of Science and Technology (TAIWAN TECH) and
Vilnius Gediminas Technical University (VILNIUS TECH)

1. Purpose of the Call

TAIWAN TECH and VILNIUS TECH have entered in to an agreement to foster a mutual collaboration with the aim of promoting their research works and achievements to both international academic and industrial communities.

As a result, researchers from both universities are invited to submit proposals for collaborative research projects. These research projects should engage researchers and personnel from both TAIWAN TECH and VILNIUS TECH.

2. Assessment and Selection Committee

An Assessment and Selection Committee (ASC), comprised of deans and executives from both TAIWAN TECH and VILNIUS TECH, oversees the procedures for reviewing, assessing, and selecting proposed research projects. Additionally, the ASC is responsible for allocation of funding to the approved research projects.

3. Topics for Collaborative Research

There are no limitations regarding the research topics.

4. Structure of Research Team

Each research team should comprise one Principal Investigator (PI) from TAIWAN TECH and one PI from VILNIUS TECH. Inclusion of students and other personnel is optional.

5. Project Execution Period

1 January 2025 – 31 December 2025.

6. Constraints on the Use of Funding

Fund for each approved project will be jointly provided by VILNIUS TECH and TAIWAN TECH, with each institution contributing up to a maximum amount — 250,000 TWD for TAIWAN TECH and 10,000 EUR for VILNIUS TECH. These funds may not be allocated for personnel costs of the PIs. Eligible costs include travel, equipment, consumables, personnel costs of researchers and students, and other expenses.

7. Application Procedure

To apply for the research grant, an application form must be submitted to:

Please notice that both the submission to TAIWAN TECH and the submission to VILNIUS TECH must be performed in parallel. The applicants can find the application form in the link of this CFP announcement.

8. Application Deadline

Applications should be submitted by 18 October 2024.

10. Notification of Approved Projects

Applicants will receive notification regarding the status of their project within two months following the application deadline. The notification will include whether is the project has been approved and, if applicable, the amount of funding allocated.

11. Reporting and Deliverables

A final report should be submitted to the ASC before 28 February 2026.

• A publication in a journal ranked within the first or second quartiles (Q1 or Q2) by the Journal Impact Factor (JIF) of the Clarivate Analytics Web of Science database (excluding those listed in the Emerging Science Citation Index (ESCI) database or published by MDPI) is mandatory by 31 December 2027. Personnel from both TAIWAN TECH and VILNIUS TECH should be included in the list of authors for the aforementioned papers. Article must include the following acknowledgment: 'Research was supported by the Joint Research Collaborative Seed Grant Program between National Taiwan University of Science and Technology and Vilnius Gediminas Technical University (Grant No: TAIWAN TECH-VGTU-2025-No)

12. Evaluation Criteria

(1) Research Team Qualification:

• • The joint research team, should possess the skills and knowledge necessary to successfully execute the proposed research and achieve the progress outlined in the proposal
  • The research team must be committed to carrying out the project

(2) Originality and Merit in Science/Technology:

• • The significance of the proposed research project, especially regarding its contribution to advancing knowledge and understanding either within its specific field or across diverse fields
  • The project’s role in fostering the development of new technologies within its specific field or across diverse fields
  • The proposed activity should explore and suggest creative and original concepts

(3) Quality of Project and Appropriateness of Method:

• • The project must be well-conceived, structured, and organized
  • Clarity and relevance of the project’s objectives
  • The methods outlined should be appropriated and suitable for tackling potential or existing problems

(4) Expected Impact

• • The project is expected to advance understanding or development related to various scientific and engineering fields
  • The results should enhance the academic reputation of both TAIWAN TECH and VILNIUS TECH (e.g. through publications in high-impact journals).
  • The research should positively impact the industries in either Lithuania and/or Taiwan.
